Foundation Sponsors SPN Gathering in Orlando and Showcases Technology Designed to Modernize Citizen Petitions and Advance State-Level Constitutional Reform

The Foundation is demonstrating electronic petition technology to state policy leaders, legislators, advocates and other participants from across the country.

Voter identity is verified at the time of signing, signatures are protected against duplication, and each transaction is recorded in a complete audit trail before being delivered to election officials in a standardized format. The system is built on the legal foundation of the federal ESIGN Act and the Uniform Electronic Transactions Act and follows modern digital signature standards for authentication and integrity.

The Foundation's appearance at the SPN Annual Meeting comes as state policy organizations and lawmakers consider new approaches to controlling government spending, protecting property rights and giving voters a greater voice over taxation and other major fiscal decisions.

The Foundation has developed draft constitutional amendments addressing issues including property tax limitations, government spending restraints, regulatory takings, supermajority requirements for new taxes and protections for the citizen petition process. Its electronic signature platform is designed to provide the infrastructure needed to support those citizen-led initiatives.

The Foundation's technology is designed to address many of the shortcomings of traditional paper petition drives. Paper signatures must be collected in person, transported and manually reviewed, creating opportunities for errors, duplicate signatures, illegible information and lengthy verification processes. By contrast, the Prosperity for US Foundation's system verifies voter identity at the point of signature, automatically prevents duplicate submissions and creates a time-stamped record that can be reviewed by election officials.

The platform also has the potential to expand participation among voters who can face barriers to traditional signature-gathering efforts, including rural voters, seniors, military service members and voters with disabilities.

"Technology should not determine whether a citizen can exercise a constitutional right," Biddulph said. "If Americans can securely sign mortgages, tax documents and other legally binding documents electronically, there is no reason the citizen petition process should remain dependent on wet ink, clipboards and paper forms. We can modernize the process while strengthening verification and public confidence."

Carlstrom said the Foundation's presence at SPN reflects its broader strategy of working with state policy leaders to advance constitutional reforms that put greater power in the hands of citizens.

"Our mission extends beyond technology," Carlstrom said. "We are building the infrastructure needed to reconnect citizens with self-government. Secure digital tools can make it easier for citizens to participate, but the ultimate objective is much bigger: giving Americans a meaningful voice in decisions that affect their families, their property and their economic future."

The Prosperity for US Foundation is currently supporting citizen-proposed constitutional amendment campaigns in multiple states that seek to:

• Freeze annual property tax bills unless voters approve a rate increase.

• Limit state and local government spending growth to inflation and population change.

• Sanction state congressional delegates who vote to increase spending faster than inflation up to 2% plus population change. Social Security and national emergencies are exempt.

• Require approval by two-thirds of voters before new state taxes or fees may be imposed constitutionally.

• Give citizens the same authority as legislatures to propose state constitutional amendments by citizen initiative petitions.

"The Founders understood that citizens must have the ability to petition their governments directly," Biddulph said. "Two hundred and fifty years later, that principle remains just as important. We now have the tools to make the right to petition more accessible and more effective while giving election officials the security and auditability they need."

SPN Annual Meeting attendees are scanning the QR code and participating in the demonstration of the electronic petition platform, including the signing process, identity verification and the audit record generated for election officials.
