TURABON enables AI agents to discover, purchase and invoke commercial capabilities during task execution while placing consequential actions under independent pre-execution governance. Leviathan Matrix calls this model Governed Agent Capability Commerce.

The model can decide what it wants to do. That does not mean it should automatically have the authority to make it real.

A Third Path: Governed Autonomy

Enterprises face a false choice. They can require human approval for every consequential action, turning autonomous agents back into human-operated workflows. Or they can hand agents wallets, tools, purchasing authority and sensitive permissions directly, creating execution risk many organizations cannot accept.

Humans define objectives, budgets, permissions, risk boundaries and approval conditions. Agents operate autonomously inside those boundaries. Actions that cross defined limits can require approval, recovery or be blocked.

AI agents can already search, research, code and operate software. But when they need real-time commercial data, paid APIs, specialized models or other professional capabilities, humans still typically find the provider, buy access and configure the integration.

TURABON changes that layer. When existing capabilities are insufficient, an agent can determine what it needs, discover an available service, propose the purchase and invoke the capability within human-defined authority.

A research agent, for example, may determine it needs current structured web data. Through TURABON, it can discover a suitable search capability, pass Domain Oracle review, purchase access, invoke the service and continue the task.

Governance Before Execution

Before an agent purchases a capability, sends a payment or takes another consequential action, TURABON’s Domain Oracle, powered by Leviathan Matrix’s evolving Dominion Right execution-authority engine, normalizes the proposal into a protocol-neutral Critical Action. It evaluates authorization, budget, risk, sequence, approval requirements, recipient, amount, scope and externally observable evidence, then returns:

Allow / Approval Required / Recovery Required / Block

Only appropriately authorized actions proceed. Governance happens before the action, not after the money has already been spent.

TURABON launches with commercial execution governance as the first major application of Dominion Right. As the platform expands, Leviathan Matrix plans to extend Dominion Right across broader enterprise domains, governing what agents can access, change, authorize and execute.

Payment Is Not the End

TURABON currently uses Stripe to process payments. It does not rebuild payment rails. It governs the commercial decision before payment and reconnects authorization, procurement, invocation, delivery and evidence afterward into one execution chain.

An Initial Capability Network

At launch, TURABON’s capability network spans search, business and technology intelligence, multimodal AI, web execution, file conversion and geospatial data, including services from Linkup, Brave Search API, PredictLeads, BuiltWith, Eden AI, Runware, ScreenshotOne, ZenRows, ConvertAPI and Geocodio, subject to provider terms and availability.

Companies, developers and eligible providers can submit data, APIs, software, models, workflows and other capabilities. Agent Providers can also participate when bound to an identifiable and accountable person or organization and subject to platform review.
